Kill the Bomb Maker.
This is the boss and is located on the topmost floor of Tsuki Castle. He's easy to kill because he has the same amount of HP as normal bots.
Take his crossbow.
The crossbow falls out of him when he dies.
Dead drop the crossbow in any dead drop on Ashika Island.
